Omar T. Small


Omar T. Small is the Deputy City Manager/HR Director of the City of New Rochelle, New York. He assists in all phases of the work of the City Manager’s Office, including both routine and/or confidential internal operations as well as external matters on an assignment basis. He participates in all union negotiations, leads joint agency efforts, coordinates the annual capital budget process, and serves as the liaison for federal and state disaster public assistance. 

Mr. Small served as the President of the Municipal Administrators Association of Metropolitan New York. The objective of the MAA is to "strengthen the process of representative promotion of professionally appointed managers and administrators." He is also a member of the International City/County Management Association, and served as an Executive Vice-President for the New Rochelle Council of Community Services. As an Adjunct Professor for the College of New Rochelle Graduate MPA Program, Mr. Small taught courses in Program Evaluation, Nonprofit and Public Management and Human Resource Management. 

Prior to joining the City of New Rochelle, Mr. Small worked at Monroe College as the Associate Director of the Freshman Office, focusing on student retention, program development, counseling, and admissions. He was awarded the Sam M. Walton Free Enterprise Fellowship Award for his participation in the nationally recognized Students In Free Enterprise (SIFE) Program. While working with these students, Mr. Small established the Tech Savvy Seniors Program. This program linked seniors in the community with the college by offering weekly computer sessions taught by students. 

Mr. Small was the Director of a career development program, “Family Self-Sufficiency” for the New Rochelle Municipal Housing Authority. Within the first six months of employment, program enrollment increased by 100%. He developed a program to refurbish computers for participants to use at home and was awarded the National Association of Housing and Redevelopment Officials (NAHRO) Award for innovation in Housing and Community Development Programs. 

Mr. Small grew up in New Rochelle, attending local schools and graduating from New Rochelle High School. He then attended Hudson Valley Community College in Troy, New York where he received a degree in Civil and Public Service. He obtained a B.A. in Psychology from the University at Buffalo, and has a Masters Degree in Public Administration from Pace University. 

From June 2007 to June 2010, Mr. Small served as the Youth Leader at Living Word Christian Church in White Plains, New York. His speaking credits include the Community Education Enrichment Program Keynote Address, 50th Anniversary of the New Rochelle Youth Tackle League, the “In the City” Radio Show on WVOX 1460AM, Strive Dance Leadership Academy, the NAACP Unity in the Community Rally, Living Word Christian Church Men’s Fellowship Breakfast, Black History Month Celebration at Isaac E. Young Middle School, Career Days and Youth Recognition at Iona Prep High School, Davis Middle School, and New Rochelle Municipal Housing Authority Summer Youth Enrichment Program. 

Mr. Small is married with three beautiful children.
