1. What is an assessment?

The assessed value of real property should be based upon market value. The Bureau of Assessments values individual properties as of the tax status date every year.

2. How can I estimate taxes on new construction?

Simply supply the Assessor's office with a copy of the plans or drawings detailing the new construction and we can provide you with a, verbal estimate of the taxes.

3. What is the taxable status date?

Taxable status date in the City of New Rochelle is May 1. All property is assessed as of this date each year. This is also the date by which all exemptions must be filed in the City Assessor's Office.

4. How often do you reassess?

There has not been a City-wide reassessment in New Rochelle since 1956. However, any alteration, renovation, or addition is evaluated on Taxable Status Date (May 1) of any given year. The change in assessment is placed on the assessment roll the following June 1.

5. What is the property tax?

Real property taxes are based on each property's assessed value. Property taxes are used to fund schools, police and fire protection, road maintenance, and other city services.

6. If my assessment is changed, when are my taxes affected?

A change in assessment as of August 1st of any year is reflected on the next series of tax bills issued, that is, the upcoming October school bill and City bill and County bill due the following January and June, respectively.

7. What information is available in the Assessor's Office?

The Assessor's office can provide you with the land and total assessed value of any parcel with the City of New Rochelle. Also available is: ownership information and histories of property transfers, information on all exemptions, property and building descriptions including tax maps, building sketches, lot sizes, and building areas.

8. How can I change, add, or remove a name from the ownership record?

We strongly suggest that you consult with an attorney and express your needs and desires. They will advise you and file the necessary documentation with the Westchester County Clerk. You cannot change ownership records at the City level.
