1. Does the Section 8 office dictate to whom I may lease an apartment?

No, as a landlord, it is a good idea to screen all potential tenants, whether they have Section 8 or not. It is your prerogative to rent to whomever you feel will be a good tenant.

No, you have no obligation to do so.
