District 3 is the set of lungs through which the entire
city breathes.”
Councilman Jim C. Stowe was elected in
November 2003 as representative for Council District 3,
by an overwhelming 75% of the vote. Jim represents the
central sector of New Rochelle, the most complex and intricate
district in the city. It includes City Hall, Police and
Fire Headquarters, Iona College, Sound Shore Hospital,
Intermodal Transportation Hub and County and City Court
facilities.
The district comfortably balances its
diverse population and neighborhoods among the many residential
communities including the city’s only Historic District
and a considerable number of public and senior housing
units. Jim was intimately involved in the effort to have
Rochelle Heights and Rochelle Park designated as a Historic
District. As President of the association, he supervised
many other community projects from the building of a vest-pocket
toddler park, to placing much needed stop signs on Hamilton
Avenue, to the preservation of precious and historic homes.
Subsequent to a successful career with
a major chemical corporation as a Managing Director, Jim
retired in 1993. His many responsibilities entailed extensive
international travel throughout Europe, the Middle East,
South America and Australia. Committed to sharing his
experience and giving back, he has since dedicated a significant
amount of his time to public service. Serving as Chairman
of the New Rochelle Municipal Housing Authority, Jim lead
the conceptualization effort to undertake a fifty million
dollar comprehensive redevelopment plan for the Hartley
Public Housing complex. Designed to rejuvenate and transform
the area, the project will provide a secure and economically
diversified environment for residents.
Jim is a United States Air Force Veteran,
he received a Bachelor of Science degree in Chemistry
from New York Institute of Technology, Master’s
of Science degree in Operations Research from New York
University and Certification in Business Process Re-engineering
from Boston University.
He is a member of several professional
societies and organizations including National Association
of Housing and Redevelopment Officials, National Commissioners
Committee, Black Executive Exchange Program, Afro-American
Historical Genealogy Society, Institute of Electrical
and Electronics Engineering,
Association for Computing Machinery and Boston Computer
Society.
Jim and his wife Roxanne have resided
in the Rochelle Heights section of New Rochelle for 20
years. Both of their children attended and graduated from
New Rochelle public schools.
