Deputy City Manager / Development Commissioner
Adam Salgado
Mr. Salgado brings over 20 years of public service experience to the position, with expertise in federal grant programs, economic development, housing finance, and community engagement, as well as service delivery and municipal management.
He joined the City of New Rochelle in 2014 as Operations Manager in the Department of Development, managing the department’s budget and HUD-funded community development and housing grant programs as well as parking operations. He was also tasked with creating the City’s first long-term $150 million capital improvement program, comprising 80 large-scale projects including much-needed infrastructure expansion. In 2018 he was promoted to Deputy Commissioner of Economic Development, managing a dozen staff members coordinating the oversight and approval of large-scale projects in the Downtown Overlay Zone- a zone that was expanded in 2021 to include a waterfront zone with open space and parkland as well as enhanced requirements/incentives for sustainable building design, green infrastructure, and climate resiliency. In 2021, under Mr. Salgado’s leadership, the City submitted a proposal for a DOT grant to develop the LINC, a 1.9mile linear park connecting an underserved portion of the City to the growing downtown, securing $12 million in federal funds for the project.
Prior to joining the City of New Rochelle, Mr. Salgado worked for the City of New York and was instrumental in developing and executing a number of significant urban development and transportation-related projects. As Director of Grants Management for the Department of Transportation (DOT) he oversaw planning and administration of the agency’s $500 million grant-funded budget including supporting the development of the CitiBike program and administering tactical urbanism initiatives such as the Times Square pedestrianization project. Before joining NYCDOT, as Director of Operations for the Department of Housing Preservation and Development (HPD) Mr. Salgado supervised a staff of engineers, planners and analysts, and worked to protect City residents through an alternative enforcement program to ensure landlords maintained rental properties appropriately, managed HPD’s Community Development Block Grants program which aims to increase social equity in community development, and was involved in the land transfers that, years later, made the Hudson Yards redevelopment possible. His experience in the private sector included working for iconic fashion brand Oscar de la Renta as brand manager, developing branding and marketing strategies for company growth and expansion.
Mr. Salgado received his BA from Hunter College. Mr. Salgado currently serves as Executive Director of the City of New Rochelle’s Industrial Development Agency (IDA) and Corporation for Local Development (CLD) and is a member of ICLEI Local Governments for Sustainability.
