Planter Permits
Permits are required to place planters or other furnishing zone items upon a public sidewalk. Proposed items must meet the color, size, and location guidelines set forth in New Rochelle City Code. All submissions are subject to review by the departments of Development, Public Works, and the Municipal Arts Commission. |

Three steps to apply for a Planter Permit:
1. Apply Online
- Logon to your account on the City's Portal by clicking the "Login" link in the top right corner. (If you don't have an account with our new system, after clicking "Login", click "Sign up" and create an account using the same email address you used in our old permit system)
- On the left side, Select "Apply for", "Permit"
- Select "Department" - "Business", then choose the permit type. Add your detailed description and click Next.
- Answer the questions and click Next to progress through the screens.
- Upload required documents per instructions below.
- The last screen will show you a review of your application. Click Submit.
- Please make sure all required documents were uploaded during the online application process. If you forgot to upload a document you can do so after the fact. Missing documents will delay the processing of your permit.
- Log back into your account and click Dashboard in the top left corner.
- Click Applications and click the appropriate application number.
- Click the pencil icon next to "Document" at the bottom.
- Upload as needed and click "Update" when you are finished adding your documents.
Insurance Requirements:
The City of New Rochelle shall be named in each of the three policies listed below as an additional insured/Holder and such additional insured coverage is primary to any other insurance held by the City of New Rochelle.

Proof of Comprehensive General Liability Insurance |
In a form providing coverage not less than that of Standard Comprehensive General Liability Insurance Policy including hazard of operation (including explosion, collapse and underground coverage), independent contractors, products, and completed operations extended for two years after completion and final acceptance of work by the City, Contractual Liability coverage (on a blanket basis designating all written contracts, or alternatively the specified hold harmless agreement contained in this contract include full defense thereof) and Personal Injury Liability Coverage for claims arising out of the work her under for Personal Injury, and Property Damage (Broad Form, including completed operations) in policy or policies of insurance such that limits of liability are at least:

Certificate of NYS Workers' Compensation Insurance |
Employers must obtain this form from either their NYS workers' compensation insurance carrier or a licensed NYS insurance agent of that carrier.
Coverage (All private NYS licensed workers' compensation carriers are required to issue the C-105.2. Please note that the State Insurance Fund issues a different form, the U-26.3 form, as its version of the C-105.2) |

Drawing
All applications must be accompanied by a drawing indicating all planters or other furnishing zone items, objects, location on sidewalk and measurements.
- Measurements showing the length of storefront and location of entrance. A clear unoccupied space of a minimum 3 foot width must be provided from entrance to the sidewalk.
- Location of all planters or any other furnishing zone items to be placed on the sidewalk.
- Measurements showing the size of the planter(s) or other furnishing zone item.
- Measurements showing distance from curb or sidewalk obstructions (parking meters, trees…) to perimeter of planter or other furnishing zone item. This distance must be a minimum of 5 feet.
- Color of all planters or furnishing zone items.
Planters must conform to Section 270-25 of New Rochelle City Code.
3. Pay and Receive Permit
Once the application is reviewed, you will received notification of the Municipal Arts Commission (MAC) review date. You must be present at the meeting to discuss the application. Once approved, you will be contacted to bring in payment and receive your permit.Nothing should be placed on sidewalk until permit is issued.
