Human Resources Commissioner

Mr. Robert Yamuder is a career Public Administrator with 25 years of local municipal experience in Westchester County and the New York City metropolitan area.

Mr. Yamuder is currently serving the City of New Rochelle as Commissioner of Human Resources after serving New Rochelle as Risk Manager in the Department of Human Resources since March 2019.

Prior to joining the City of New Rochelle, he was appointed as the Village Manager for the Village of Mamaroneck where he previously served as Assistant Village Manager.  He also held the title of Village Administrator/Treasurer in the Village of Pelham in Westchester County, New York.

While employed with the City of New York, Mr. Yamuder served as Senior Project Manager for the NYS Economic Development Corporation.  He held the title of Administrative Project Manager in the Office of the Queens Borough President in Queens, New York.

Mr. Yamuder obtained his Masters in Public Administration (MPA) degree from PACE University, White Plains, in 2009 and earned his Bachelors in Professional Science (BPS) in Architecture degree from the State University of New York at Buffalo in 1984.

Throughout his career in local government, Mr. Yamuder has been affiliated with, and served at the highest levels of:  NYS City/County Management Association (NYSCMA-Past President); Westchester County Municipal Administrator’s Association (MAA-Past President); LION’s Club (Past President-Local Chapter) where he received the Melvin Jones Award; Public Employers Risk Management Association’s (PERMA’s) Board of Directors and Safety Advisory Committee; Public Risk Managers Association (PRIMA); PACE University’s Michaelian Scholar and Phi Alpha Alpha National Honor Society; International City/County Management Association (ICMA); New York Conference of Mayors (NYCOM); and Westchester Municipal Officials Association (WMOA).
