Jim Moran joined the City of New Rochelle in 2013 as Deputy Commissioner of Operations then in 2015 City Engineer and was appointed Commissioner in 2020. His engineering career spans over 30 years. Prior to his arrival to New Rochelle he worked at the New York City Department of Environmental Protection managing water and sewer operations construction; and at the City of Yonkers managing the construction projects of all private funded water main, sanitary and storm sewer, and roadway improvements.
Jim has a Bachelor of Engineering in civil engineering from Manhattan College and an MBA in Management from Saint Thomas Aquinas College. He served as a member of the Board of Directors of Westchester/Putnam Chapter of the National Society of Professional Engineers (NSPE) from 2009-2011 and received the Engineer in Government Award in 2018 from the American Society of Civil Engineers Lower Hudson Valley.
