Paul Vacca
As Commissioner of Buildings, Mr. Vacca oversees the Zoning Board, construction inspection and code enforcement, plan review, and departmental administration including the work of 15 staff members and an annual budget of over $2 million. In support of downtown revitalization, he conducts site plan reviews for all DOZ projects, issues permits for all tower cranes, and coordinates informational updates with department heads and City staff.
Mr. Vacca has over 31 years of service with the City of New Rochelle. He joined the City in 1990 in the Department of Public Works as Engineering Assistant and became Assistant Construction Engineer in 1993. In 1994 he transferred to the Bureau of Buildings as Building Inspector, becoming Senior Building Inspector in 2002. In 2006-2008 he served as Plans Examiner until his appointment as Deputy Commissioner of Development/Building Official in 2008. In December 2021, the Bureau of Buildings was elevated to a department and Mr. Vacca was appointed as its first Commissioner in January 2022.
Mr. Vacca holds a Bachelor of Science in Architectural Technology from the New York Institute of Technology and is a NYS Code Enforcement Official.
