Hartley Houses is located on the block between Horton and Lincoln Avenues and Brook Street to Dewitt Avenue. It is one of several public housing complexes currently owned and managed by the New Rochelle Municipal Housing Authority (NRMHA).
The NRMHA has partnered with MacQuesten Development for the redevelopment of the existing complex which contains 240 dwelling units within 5 and 6 story buildings. The existing towers are proposed to be removed to allow for the development of Heritage Homes, a 228-unit complex with 2 and 3-story townhouse structures and a 4 story apartment building spread across the existing site and neighboring parcels. The proposed project will also include 257 parking spaces and the reconstruction of Winthrop Avenue as a public street.
